They used to call it slum clearance. Cities have always embedded some element of social engineering — malign or not — into zoning practices and so-called civic “improvement” projects. Thus, where certain people once lived, we have new freeways, stadiums, parking garages and, occasionally, something like Lincoln Center in New York.
And it's people of color, minorities, immigrants, the politically powerless and just plain poor who are generally displaced. Never the wealthy, connected, press-savvy or well-lawyered.
