On the Block: Housing in industrial zones? Harrell embraces that heresy

The big emphasis when Mayor Bruce Harrell announced his downtown activation plan last week was on public drug use, addiction treatment, fentanyl, shoplifting and cleaning up the streets for office workers, tourists and shoppers. We can all see the need and applaud that sentiment, though actual improvements will be very difficult to achieve.

But there was a zoning component, too, which is where I realize most readers turn the page. Addiction is hard to change; and so, too, is zoning. It can take years, if not decades.
