Apartment plans are back for Uptown site

SEATTLE — Plans emerged four years ago to redevelop an old Uptown apartment property at 215 W. Mercer St.

The eight-story replacement proposal moved slowly, then fizzled. Now it's back, with no architect obviously attached to the plan.
