    What's worse? Being on a roll and then having the rug pulled out from under you, or not being able to get started at all? One of the best vehicles used to turn run-down eyesores into liveable homes has been the Federal Housing Administration's 203K program, which provides cash for repairs and permanent mortgage (purchase) financing in one loan. It's been successful is every Puget Sound community, including Capitol Hill, West Seattle and Queen Anne.
